Are you using a Mac to download the System disks and make actual disks
with DiskCopy? That could be the problem. Macs seem to have trouble with
writing ProDOS disks. When I want to create a ProDOS disk on my Mac, I do
this:

1. Make an actual disk out of the image using DiskCopy.
2. Quit DiskCopy and insert the new disk into the disk drive.
3. Copy all the files from the disk to an empty folder on the hard disk.
4. Select the disk icon, go up to Erase Disk, select ProDOS 800K, and hit Erase.
5. When the disk is done reformatting, copy all the files from the new
folder on the hard disk back to the ProDOS disk.

That has always worked for me. On some other Macs it might not work,
because the procedure to successfully make a bootable ProDOS disk varies
from one Mac to another. Try it anyway. If it doesn't work, then try
something else.
