Yes, it was intended for an optional lock (such as Kensington's
Apple Security System) identical to the same port on the back of
the Apple IIGS and Macintosh.
On a note of interest, it's likely this port would have doubled
as an exit point for an RJ-11 cable, or even a mount for a rear
panel that attached to the internal modem option. No internal
modem was ever released for the IIc Plus so its sole purpose
is as a lock connector today.
