No. The IIgs was introduced in September 1986 and Apple stopped making
them in 1992.

That's possible - the Apple II was introduced in 1977, and the IIgs was
less than a year old at the 10 year mark.
I bought my first IIgs in 1987, and I don't recall anything about a
"10th anniversary edition".
The only "special edition" of the IIgs was the first several thousand
units which had a Steve Wozniak signature printed on the case. If you
are looking at something like an eBay auction, this is probably what
they are selling.
They aren't particualrly rare, and if anything are more likely to have
problems than non-signed ones, as most of the "Woz" IIgs models had the
original ROM 00 and the faulty Video Graphics Controller. If you got
hold of one now which still had the original chips, replacing them could
be tricky (short of scavenging them from another ROM 01 IIgs that didn't
have the VGC soldered in).
