In that case, it has nothing to do with RAM disks.
Are both of the drives the same model (i.e. both Apple 3.5 Drives, or
both UniDisk 3.5)? If you have one of each type, then you must connect
the Apple 3.5 Drive first, and the UniDisk 3.5 second. In addition, you
need the UniDisk 3.5 driver installed on your boot disk to support this
drive under GS/OS.
Another possibile factor: do you have any 5.25" drives connected to the
daisy chain? If so, make sure they are connected _after_ both 3.5"
drives, not between them.
If none of this helps, then my best guess is that your motherboard's
disk controller chip has a fault, which is preventing it from selecting
drive 2. This could be tested using a pair of 5.25" drives (on the
built-in port).
