Apple IIgs - 2 disk drives?

Can I use 2 800k disk drives with a rom 01 GS? the first in the chain always
works, but when I put a disk into the second one, it doesn't read. It will
eject OK, so it has power. Even when I switch the drives around, I get the same
problem.
