Actually, fellow Lincolnite, these are newsgroups, not SIGs[1]. If you
can gain enough support, write up a proposal in RFD form for
comp.sys.apple2.moderated to news.announce.newgroups, hold a 20 day
discussion in news.groups, and hold a 20 day vote on the proposal. To
create the group, you will need a 2/3rd majority in favor and 100 more
YES votes than NO votes.
Oh, you'll also have to pick a moderator before the vote who will
effectively hold the position for life and who, if he becomes absent,
will cause the death of discussion in the group. Consider that
comp.sources.apple2, a moderated group, is dead and gone and that
comp.binaries.apple2 still exists because it is not moderated and so was
not rmgrouped by the mad comp.* moderated group rmgrouper.
I strongly recommend you read news.groups for a few months to get a feel
for the process.
[1] On Usenet, "sig" is short for "signature" and is not an abbreviation
for "Special Interest Group".
