Nowadays if I recieve a non-working card I assume someone might have
beem messing with it.So since 3 of the chips are socketed. I'd check
that
all the pins go into the socket and that the chips are facing the right
way.
After that I'd try swapping chips to try and find a bad one. Note if the

341-0270 is an eprom then the X2 solder pad should be bridged and the
X1 cut. If it's not then the oposite is correct.
