"Real" solution = patch the backup software.

For the immediate future, have they investigated whether doing a
one-time full backup will allow incremental backups to work properly?
(Probably not, but I can see how it might.  Depends on the details of
the backup software.)

If that doesn't do it, it would be possible to change all the files'
last-mod dates to be at least 1-Jan-2000, and then do a one-time full
backup (after that, incremental backups would work properly).  I
don't like that solution much, but it's way better than not getting
backed up.
