Caltech is a good alternative. The only problem is that they stopped
accepting uploads a couple of years ago, so the stuff is older than
what is available on ground.
Have you tried using your browser to download from ground? It usually
works using an ftp URL and right clicking on a link, then saving it.
Or from your shell account, use the Lynx browser and press "d" when
the file you want to download is indicated.
