This is purely a real-time (no storage) analog (video opamps) solution.  It
has been published at least once, and should, with today's ICs, be both
cheap and low-powered.

I'm surprised that video gamers haven't made it more popular.

Keep in mind that the IIgs natively outputs what is called "240p" video on that page. I personally have a Micomsoft XRGB2+ and found that it works well with the IIgs. I also have several native 15.75khz RGB monitors as backup (including that SCART equipped Samsung LCD).
