This is mainly because the mouse wasn't as common on the 8-bit
systems and was cost prohibitive for most of us. Because the mouse
was not as common, software vendors didn't bother to develop much
software which used it. Later, they learned from this mistake and
rectified this problem on other systems.

There are some great mouse based 8-bit software. I remember a tank
strategy type game I played years ago that required a mouse or a
joystick and the interface reflected this. The New Printshop also
supported a mouse or joystick which was very helpful too.

I think the mouse/joystick relationship was some of the hindrance in
using it. They really weren't functionally equivalent.
