Ahhh. Someone who is much more knowledgeable about the Mac offered me the
following explanation in e-mail:

 >The Toast CD Reader extension only works with burners. It does not
 >work with standard CD ROM drives, and will actually show as being
 >crossed out when you boot if it does not find a burner.

So, the CD drivers that Apple supplies with MacOS can only see one HFS
partition. To mount multi-partitions on a Mac, such as those found on the
System 6 Golden Master or Golden Orchard, you need 3rd party software
drivers.

If you have a CD-ROM, you'll need the FWB CD-ROM Toolkit.
If you have a CD-R or CD-RW, the Toast CD Reader will mount all partitions.
