You cannot boot from drive 2 on a IIe, short of doing some on-the-fly
hacks to a copy of the disk firmware (or running a patched copy), along
with an operating system can that can cope with booting from drive 2 (or
patch that as you go).

The only Apple II model which can boot from drive 2 is the Apple IIc
with the original firmware, which lets you boot from an external 5.25"
drive using PR#7.  This only works with a ProDOS disk in the drive.
