No.  It is a specially implemented modem, which relies on the
GeoPort-capable serial port on high end 68K Macs and most PowerMacs.

In effect, it is the line interface part of the modem, with some minor
processing hardware.  All of the intelligence (command set, data
compression, etc.) is handled by software in the computer.

If you look closely, you will see that the serial connector is actually
using 9 pins, not 8.  The 9th pin provides +5V power to the GeoPort
adapter.

It cannot be used on any Apple II.
