Publish-It! 4 can import EPS (encapsulated Postscript) files.
You can't see the pictures in Publish-It!, but the shaded box
that the program draws represents where the EPS picture
will be when printed. You do need a Postscript laser printer
to print Publish-It! 4 documents containing EPS pictures.

The other picture format that Publish-It! 4 handles is IIGS
Super High Resolution (SHR) graphics. Simply convert
your GIFs or JPEGs to SHR first. Convert 3200 from
http://www.crl.com/~joko Shareware Solutions II will do
this. I think Publish-It! 4 only handles 16 color and 16
dithered color SHRs, not 256 color and 3200 color ones.
I'm not sure about that.

If you have an HP LaserJet model that has Postscript
that you can borrow for your Apple II, I suggest doing
that. You can convert your graphics to EPS on the PC
and use them in Publish-It! and print to the laser printer.
The driver you want to use for Postscript printers of
ANY brand is the Apple LaserWriter driver. It works on
most Postscript laser printers, not just the LaserWriter.
