     A guess is that the chip that looks like a ROM is some kind of TV/video
IC and that the board converts Apple II composite video to either some other
standard-- like NTSC to PAL-- or to RF for connecting to a TV via a "TV/Game
switch". The DIP switch might set Channel 3 or 4 output and allow setting
output to monochrome.
