What about setting the boot slot to floppy and going in there
and installing a fresh copy of the software to the ROM disk.
That might work.  It sounds like some kind of memory
corruption that's being stuck on the ROM disk.

You could also try taking out the two RAM cards and putting
them in each other's RamKeeper pockets (switching them).

Unlike a Macintosh, the IIGS' OS is not entirely bootable
with just the System folder.  You still need a ProDOS "stub
file" in the root directory.  This is not the same as
ProDOS 8's "ProDOS" file but it shares the same name.
The ProDOS stub file transfers the boot process to files
in the System folder.  It is nothing but a detour sign, but
it is needed because GS/OS is booting from the same
file system as the older ProDOS 8 is, so the first file that
is looked for is one named ProDOS.
