Sounds like the standard PC problem of having the floppy cable
attached the wrong way around.  The connector for 5.25" drives are
keyed so you 5.25" should be hooked up okay but 3.5" drives don't
usually have any keying so you need to make sure that it is hooked up
correctly.  On most 3.5" drives, pin 1 of the connector, which is
where the red line on the ribbon cable usually goes, is on the
opposite side of the connector from the power supply connector.
