The problem with the 6551 only affects data loss of outgoing data.
That is what cuts off a character midway through transmission if one
of the handshaking signals is used.
The problem with the unenhanced IIe is in the ROM, I believe.
Basically, scrolling takes too long or does something to interrupts
which causes the computer to miss incoming data.
