It seems like you added two or more new cards to your IIgs and are running
into problems.
In a case like this I'd try a systematic approach.

1>  Leaving the TransWarp GS in, I'd pull the rest of the cards including the
new memory
card and try booting from a floppy.  If it boots you know the card's working
in your machine.
(with original power supply) If not check to see if a pin may have been bent
while inserting
the connector

2>  Add memory card , then boot off of floppy  and run a memory test program
(either AEs or another such as MemoryTest.CL)

3>  Add SCSI card . If it doesn't work with DMA on try turning it off.

4> add other cards and Vulcan one at a time and  booting after each card is
added.
