I think often the power supply cannot handle two hard drives.  You just may
not have enough juice for both a focus card and a SCSI card at the same time.  
Try pulling the focus card and set up the SCSI card in slot 7 and see if it
works then.  I bet it will.  Although this is no guarantee that this shows the
power supply is just not going to be strong enough, it could be so.

My suggestion is to decide which hard drive to put in this machine and put the
other one in another machine
