According to the MS Softcard manual, the command you are looking for is the
"COPY" command.

COPY <d:> {/S|/D}[/F][/V]

where <d:> is the destination drive name(A: through D:).  The /S, /D, /F,
and /V arguments are software switches that enable different options which
you can use as follows:

Switch       Option
/S                Create a system disk
/D                Create a data disk
/F                Format a disk
/V                Verify contents

You might also try comp.os.cpm, and the following link.  There may be a FAQ
