It is a bug, because A) that kind of page flipping is not unusual (although usually it is only for a short time) and B) it should not be possible for an emulated program to bring the emulator in distress like that. I'm sure it is possible to come up with a way to fix the problem in the context of the traditional Applewin video code.
It would be interesting to see how well other older emulators handle the disk.
