TWGS Speed control

I was punching numbers through and was wondering is it safe to run the 14 MHz
65C816 cpu at slower speeds? Let's say I keep the original 28MHz crystal, then it
theoretically will run at 7MHz right? But what if I want to run faster, I'd have to
swap in a faster crystal, but is there any way to change the speed by software?
I'd hate to open up the system everytime I want to change speeds. While 14-16MHz
might be great for applications I'd imagine it would make game play near impossible.
