Text is fine. They are BinSCII archives and thus text, so binary mode
downloading isn't required. (Indeed, one cannot "FTP" something via
http:// URIs.)
Those files should be hosted with .BSQ extensions on them though.

This is where it failed. You should have ended up with one file with a
.SEA extension, specifically "GSHK11.SEA". It would still show up as a
blank page icon since the Mac doesn't know icons for files with a creator
of pdos.
Another option is to get the old BinSCII archive as BinSCII.exe (a text
file), transfer it to the GS, run ProDOS 8, and EXEC BINSCII.EXE. That
will get you the 8-bit BinSCII application. Then you can get ShrinkIt 8
as a .BSC file and extract that, then get GScii+ NDA and extract it with
BinSCII and ShrinkIt 8, and finally get those GSHK11 TXT files over, run
GScii+ on them, run the SEA, and you'll have GSHK. Then you're ready for
anything.
Unfortunately I don't know my way around groud.ecn.uiowa.edu well enough
to locate all these files, let alone say with authority that they are even
there.
