About the only way to access the internet using a IIc is to get some
communications software for the IIc (since your brother has the modem, he
may have the software), and an internet provider which provides shell or
terminal access.

Unless the ISP provides shell access with an e-mail client, a IIc with
e-mail is a no-go.  FreeNets, UNIX user groups and universities usually
offer shell access.  Regular ISPs do as well, but it is not as common
since pretty much everybody wants SLIP or PPP accounts.
