System software for Apple IIe

I am sure that this is a bone head question, but her goes.  I just bought a
complete Apple IIe system, CPU, color monitor, 5 inch floppy drive, but it had
no software with it.  I also bought some games/programs on eBay, which I have
not yet received.  Here is my question, is the system software normally on a
program's disk, or do I need separate system disks to load before I am able to
run a program?
