Your Apple IIe will run without any system software, since BASIC is built into
the ROM. To access basic press <CONTROL><RESET> on the IIe keyboard and
program away. That said, the disk operating system is included on a DOS 3.3,
ProDOS, Pascal, etc. floppy, so you won't be able to save anything until your
software arrives.
If you are not all that familiar with the Apple IIe, I wouldn't really bother
with ordering dedicated system software though. It is only useful when you
want to program since most software for these machines will boot straight off
the floppy. (ie. they include the appropiate, or their own DOS.)
