I can't tell you which is bad, but the easy way to check it is to try a
known good powersupply. Alternatively, if you have access to a voltmeter
(less than $20 at Radioshack) you can measure the output yourself. It is
rated at 15 Volts DC, so if you plug it in and probe the connector
(you'll need the pinout diagram so you know where to measure) you should
expect to get more than 15 volts, since it is unloaded. If you get
nothing, you've found the problem. If you get a proper voltage, it is
still possible that the brick isn't able to supply the current required
by the IIc.

Unfortunately, just based on the relative complexity, it seems more
likely that the IIc is bad. 

I have a IIc with one broken key, that otherwise works. If you happen to
live nearby (Santa Rosa, CA.) you are welcome to have it.
