Big Apple question

Why did Apple dump their CLI ProDOS system?  For example, PC's even P2's
still all have DOS on the ROM, and that is why you have extended memory
and that is why you need to know DOS to be a computer tech on a PC.  But
on the Mac things are different.  It seems to me that apple dumped their
CLI and rewrote their entire computer when they introduced the mac in
1984.

I hear that PC clone companies will be doing the same and putting windows
2000 in the ROM of all PC's manafactured.
