I'm not sure if I've ever heard of a //c that couldn't go above 1200.
I thought it was a higher speed like 2400 or 9600 that earlier //c
machines had a problem with.

I think the problem you are running into is the order in which you are
doing things.  Try typing IN#2 and press return and then type CTRL-A
followed by a T.  This should put you in terminal mode.  Try typing
stuff on your II and on your PC.  You should see the stuff you type
appearing on the opposite machines screen.

If that works, you know that the null-modem connection is fine.

If the null-modem connection is fine, then to control your Apple II
from your PC, type IN#2 and press return then type PR#2 and press
return.  Now whatever you type on the PC will be sent to the II as if
you had typed it on the II and whatever the II displays (with some
limitations) will appear on the PC which is what I think you were
trying to do.

If the null-modem connection isn't working then you may have an
improperly wired null-modem cable or something is set up to expect
hardware flow control and it isn't set up correctly on both machines
or in the null-modem cable.
