Yes, many.  The PublishIt desktop publishing program, for example,
or the MultiScribe word processor (which works sort of like
MacWrite).  Apple even made a Finder-like program called the
Apple II Desktop that works just peachy on the IIc+.  Then there
is GEOS, a GUI operating system that more or less requires a
mouse on the IIc and IIc+.  Also Springboard Publisher, another
desktop publishing program.

They use the same OSes, but the IIc+ can use the two models
of 3.5" disk drives designed for the Apple IIGS/Macintosh.
These are the Platinum 800k drive and the SuperDrive.  The
SuperDrive only works as an 800k driv on the IIc+, though.
These two drives do not work on the plain IIc, which requires
UniDisk drives (much slower).

Talking about speed, the IIc+'s CPU runs 4x faster than the IIc's.
