The start-up beep is made by all Apple // computers that I've ever seen. It is
not dependent on any peripherals. Your description of blocks of colors and an
LED meter sounds like you're getting the same screen, except that for some
reason the "internal soft switches" are set to show the Low Resolution
Graphics instead of text. The only reason I can think of for the computer to
start up in that mode is either a bad CPU or RAM chip. It's also possible (if
your chips are socketed) that they could be working loose, which sounds like
what you said you would try fixing above. I saw this problem in some Apple
][+'s about 10 years ago where the entire text screen periodically looked like
it was underlined. Simply pushing down on each chip (with the power off, of
course) fixed it every time.
