oh, no: 2 questions

hmm... i just blew a huge wad of money on a 56k modem for my IIgs, lured by the
idea that the serial ports support 57.6k.  i remembered that z-link supports
it, so why wouldn't my IIgs, right?  well, why does the control panel only go
up to 19.2?  am i doing something wrong here, or is there a software solution? 
i can't even get hardware handshaking to work correctly, and i know my cable
and modem (USR v90 fax) support it.  past 14.4, i drop characters like my
friend's 1-year-old running around with his magnetic alphabet kit.

and this may be a power supply problem, but every so often i get a "ramfast
fatal memory code=0c" error on power-up.  only a cold restart fixes it.  has
anyone else experienced an error like this?  (seems like i asked this before,
but i can't remember if i did, or just meant to.  apologies for a possible
repost.)
