Because the parts are apparently NOT overclocked at 20Mhz. ;-)

The Commodore folks have a 20Mhz accelerator.
It seems that the only reason WDC stamps their chips as 14Mhz
units is because their testing equipment can only test up to that
speed. When the CMD people designed the Commodore
accelerator, they wanted 20Mhz. By special agreement, WDC
sent out batches of 65C816 chips to an outside testing lab. They
ALL passed the 20Mhz testing and CMD has not had a single
failure in their 20Mhz accelerators.
A few months ago, a CMD spokesperson said that his company
might be able to provide the 20Mhz parts for IIGS users. Then
he retracted the statement saying that all their parts were needed
for their accelerators.
