I posted this to a similar thread recently and I believe it applies to
this case as well.

I think it has to do with some files on the netatalk server that work
with the ROM 03 IIgs but not the ROM 01.

Take note of the "Supplementary Notes on Booting a IIgs" at the end of
the document that I wrote. I think I recall running into your exact
symptoms and found the newer Apple II Setup disk available from
Apple's Old Software Downloads archive updated the FINDER application
to work with ROM 01 IIgs computers.
