Take note of the "Supplementary Notes on Booting a IIgs" at the end of
the document that I wrote. I think I recall running into your exact
symptoms and found the newer Apple II Setup disk available from
Apple's Old Software Downloads archive updated the FINDER application
to work with ROM 01 IIgs computers.

Thanks, terrific point. But, I'm not getting anywhere near far enough for that to be an issue. Wireshark is monitoring all DDP traffic on the network and there is simply no hint of activity from the interface: The client machine doesn't even request the bootblocks. Of course, that's the ethernet side of the bridge, but I've been watching the Rx/Tx LEDs on the bridge very carefully (and used two different bridges). No activity at all on an attempted netboot.

I'm suspicious of the machine and will drag out another Rom01 before spending too much more time on this.
