Actually, .GIF is actually a possibility.  Brutal Deluxe's Convert 3200
currently sold by Joe Kohn can convert a 640x480 full color GIF
image to 3200 color mode and scale it in 3 seconds on a stock IIGS!
According to Joe, they may be willing to agree to license their
source for the purposes of a web browser.

If you want to, it can still be purchased from
http://www.crl.com/~joko Shareware Solutions II and Joe will
throw in a copy of LemminGS for the price of shipping ($5
I think).

There is JPGconvert on ground.  There is the commercial
program SuperConvert.  Several others, some shell programs.
JPEG conversions take much longer, typically around a minute.
If you have a Second Sight Card, there are also a few
programs that will use the card's SVGA modes.  ;-)
