    That is probably average/normal boot up time for that type 
of setup, although I can't tell you for certain as I don't own
an Apple HS SCSI card or an older SCSI hardisk. I do remember
when I had a 2.6 MHz system with an original Apple (Rev C) SCSI
card and an Apple 20SC HD, boot up time with System 6.0 was
just _slightly_ faster than booting from my 3.5 floppy drive. 
It is no surprise I sold the hardrive and controller after only
about 1 week of use. :)

    With my current setup, consisting of RamFAST SCSI with 1 MB
cache, 4500 RPM/10-12ms SCSI mechanism and a 15 MHz accelerator,
I can shift-boot System 6.0.1 and have the Finder desktop
appear in 4-5 seconds. It takes roughly 3 times longer to boot
without a shift-boot, but I have two full rows of icons show
up on screen during the "Welcome to the IIgs" screen. I only
wish I had this kind of setup a decade ago, it certainly was
painful waiting for ProDOS 16 to boot from 800K floppies. Ugh.
