You used an Apple modem cable, didn't you?  That won't work.
You must use an Apple IMAGEWRITER PRINTER cable.
Basically, a printer cable is a modem cable+a null modem.
What you have above is just a straight serial output and that
won't work.

As others have noted, the IIc+ ports are not electrically identical
to Mac/IIGS ports, but they are similar enough that a
Mac/IIGS to ImageWriter I (not II) cable will work as a null
modem cable.
