Actually, a TCP/IP stack DOES exist for the IIGS, but it
only runs under GS/OS.  It allows 32 simultaneous socket
connections.

The Spectrum 2.2 telecommunications package has it and
that package also accepts a rudimentary web browser
(GUI based, but currently does not yet support graphics
but it does read HTML and allows navigation of links
via the mouse).

A csa2 regular is also writing an email package that'll
work with the IIGS TCP/IP stack.

Ftp is in the works.

Telnet...is already here!
