TTY and Apple Personal Modem

I picked up an Apple Personal Modem (A9M0311) for next to nothing.

It appears to be a 1200 baud modem.

Does anyone know if this thing does TDD/TTY?  I'm hoping to set up a
system for my sister-in-law, who is hearing impaired and uses a TTY, but
late model modems that do TTY are hard to find and are expensive.

It's a rather neat physical design -- was this thing designed with Apple
//c or GS's in mind, or Macintosh?  Its shape and absence of rubber feet
suggests that it should rest on another piece of equipment, though I
can't figure out what.
