It does indeed.

They should still be able to supply the second edition, which includes
the IIc+, and has circuit diagrams for both the IIc and IIc+ (but no
firmware listing for either machine).  This manual was only published
through APDA and is looseleaf, hence can be reproduced indefinitely via
photocopying.

I have both this and the first edition (which only covers the UniDisk
3.5 version of the IIc, but has firmware listings).

If it is a problem inside the power converter then the circuit diagram
won't help much, since it only covers the motherboard.  It would at
least indicate which pins the various power outputs go to.
