If you leave the internal drive empty your IIc should check the internal
drive then if it doesn't find a disk it'll boot off the external drive.A
new internal drive might be harder to locate. You could get a used one
easily enough but it'd probably be easier and cheaper to find another IIc
at a goodwill store.

One thing though, have you tried cleaning the internal drives head?
