The year byte does not become 1 until 08/01/00 because bit 0 of the year byte
is part of the month. Therefore, if the programmer only tests the year byte
with the month bit included, it is possible that dates from 01/01/00 to
07/31/00 could register as [no date]. Additionally, some programs artificially
reject certain other dates long after 00. It is tedious work to investigate
each one, because each case is different.
