I haven't done it myself, but I do own both ROM 1 and 3 machines, and
haven't noticed any mechanical differences between the two (board size,
latch positions, power supply and connector, back panel connectors,
etc.)

One problem that won't affect most machines: you can't use a ROM 3
motherboard in a IIe that has been upgraded to a IIgs, because they
removed the IIe power supply connector option.  There is no support for
the IIe keyboard either.
