You can connect a CD-ROM to a IIe.  Just hook it up to the SCSI card.
The real problem is that IIe CD-ROMs MUST be ProDOS, unlike the
IIGS which can read Muckintosh HFS and Wintel ISO9660 CD-ROMs.

That limits your choice of ROMs.  The one I can think of is Golden
Orchard....one ProDOS partition containing IIe wares.

You could always run A2FX or HFS Link to grab files off HFS CD-ROMs
though....
