Sounds like something else owns the port.  Check to see if you have
fax software installed.  If so, you need to either disable it, or at
least disable any receive capability.  

You mentioned that you use com2 with a 56k modem -- if it's an
internal modem you will have to remove it and re-enable your external
com2 port.
