No.

Yes and yes. The IIGS has an awesome (for its 1986/1989 vintage)
sound chip that eclipses the Echo. In fact, you can get the Echo's
speech capability using software on the IIGS....Talking Tools by
Byte Works.
Might as well pull the card. It is of no use on a IIGS.
The IIGS has a 32 channel sound chip that can play music, MIDI,
high quality digitized sounds, AND do voice synthesis. The
Echo only does voice synthesis and is noisy at that.
