Yep, Louis is correct. This connector was intended for a modem but
no one ever marketed one although supposedly at least one was under
development. I recall the idea was to have a memory expansion board
and modem combo. The original poster is correct in that there is no
opening on the IIc+ case intended for a phone jack. Someone
speculated recently that you perhaps could squeeze a thin line out
the security slot on the back of the IIc+ but I haven't taken a
look at the back of my IIc+ to see how feasible this would be.
(my IIc+ is stored away right now).

I don't have the specs on what the pins on the modem connector
actually provide but I doubt you could 'rig' any type of internal
modem without some major hardware hacking.
